Debt relief ads on Google 2026: approved countries, US non-profit rule and credit repair ban - PPC Rebels cover

Debt Relief Ads on Google in 2026: 11 Approved Countries, the US Non-Profit Rule and the Credit Repair Ban

Debt relief ads are one of the most lucrative lead-gen plays in US finance, and one of the easiest ways to lose a Google Ads account. Payouts per call or qualified lead are high because demand is real. However, Google treats debt settlement, debt management and credit repair as three different problems. One is certification-only, one is limited to 11 countries, and one is banned outright.

So this guide walks through the rules in plain language. First, we define what Google counts as debt services. Then we cover the 11 approved countries, the US non-profit requirement, the credit repair ban and the strike system. After that, you get fresh debt statistics, an illustrative case, a real setup and an FAQ.

What Google counts as debt services in debt relief ads

Google’s Debt services policy covers two products. First, debt settlement: negotiating a reduced lump-sum payment that creditors accept as payment in full. Second, debt management: negotiating lower monthly payments, interest rates or fees.

Crucially, the policy applies to three groups. Namely, it covers companies that provide the service directly, lead generators, and anyone who connects consumers with third-party debt services. In other words, an affiliate quiz page that routes callers to a settlement firm sits inside the policy, not next to it.

Also note what the policy does not cover. Personal loans, including debt consolidation loans, fall under the separate Personal loans policy. Similarly, loan modification and foreclosure help have their own rules. So before you build a funnel, decide which product you actually sell.

Debt relief ads: the 11 approved countries

Google only lets you apply to run debt relief ads if you target an approved location. Right now the list has 11 countries. Moreover, each one ties eligibility to a specific type of licensed provider.

Country Who can advertise Extra step
United States Approved non-profit budget and credit counseling agency (11 U.S. Code § 111) or a national non-profit association of such agencies Google certification
United Kingdom Per UK Financial Services Verification rules FSV
Canada Licensed insolvency trustee Debt Services Application + FSV
Australia Registered debt agreement administrator or Australian credit licence holder FSV
Germany Lawyer, notary, tax advisor or public accountant FSV
Spain Registered insolvency administrator FSV
Ireland Per Ireland FSV rules FSV
Brazil Financial institution registered with the Central Bank FSV
Japan Licensed attorney or judicial scrivener Google certification
South Korea Licensed lawyer or law firm FSV
South Africa Debt counsellor registered with the National Credit Regulator Google certification

Outside these 11 countries, Google says it cannot support debt services ads at all. Therefore, a “global” debt campaign is not a setup. It is a disapproval waiting to happen.

How the debt relief ads application works

In practice, the route depends on the geo. For Australia, Brazil, Germany, Ireland, Korea, Spain and the UK, you apply through Financial Services Verification. For the US, Canada, Japan and South Africa, you complete the Google Ads Debt Services Application. Canada’s country note also mentions FSV, so plan for both there. In every case, you need one application per location.

If you plan to scale finance in North America, read our breakdown of financial services verification in the US and Canada. That program arrives in early 2027 and adds another layer on top of debt certification.

The US rule that kills most debt relief ads

Here is the line most affiliates miss, however. In the US, only approved non-profit credit counseling agencies, or national non-profit associations that represent them, can advertise debt services. As a result, a for-profit settlement company does not qualify. Likewise, neither does a lead generator that sells calls to one.

Consequently, the classic US “debt relief” call funnel is not eligible for certification. You can still advertise adjacent products, but they must fit their own policies. For example, a personal loan offer must meet the 61-day minimum term, disclose a maximum APR and stay under 36% APR in the US.

Credit repair is banned outright

Next, credit repair. Google’s Financial products and services policy simply says ads for credit repair services are not allowed. Moreover, that applies to direct providers, lead generators and connectors alike. So “fix your credit score fast” is not a gray zone. It is a hard no.

Loan modification has its own red lines

Similarly, mortgage relief funnels face disapproval when they guarantee loan modification or foreclosure prevention. In addition, upfront fees are out unless a law firm provides the service. The same goes for asking users to bypass their lender or avoid their counselor.

Debt relief ads outside the US: where volume still works

Because the US route is closed to for-profit firms, most compliant volume sits elsewhere. Here is how the main English-speaking geos compare.

United Kingdom

First, the UK sends debt services through its own Financial Services Verification. In practice, that means the advertiser must be FCA-authorised or qualify for an exemption, then pass Google’s check. Debt management plans and IVAs are common offers here, so competition is real. Still, the rules are clear, and that makes the UK the most predictable geo on the list.

Australia and Canada

Next, Australia allows registered debt agreement administrators and Australian credit licence holders. Canada, by contrast, only allows licensed insolvency trustees. Therefore, both markets favour regulated professionals over pure lead sellers. If you work as an affiliate, partner with a licensed firm and advertise under its verified identity.

Ireland and South Africa

Finally, Ireland follows its own FSV process, while South Africa requires a debt counsellor registered with the National Credit Regulator plus Google certification. Both are smaller markets. However, they also see less competition from big US-style call funnels.

Strikes: why credit repair mistakes in debt relief ads cost more

Most financial violations come with a warning at least 7 days before suspension. However, credit repair and personal loans sit on Google’s strike list. And that list works differently.

  • Warning. The first violation only triggers an email.
  • Strike 1. Your account goes on a 3-day hold and serves no ads.
  • Strike 2. A repeat within 90 days brings a 7-day hold.
  • Strike 3. Another repeat within 90 days suspends the account.

To lift a hold, you remove the violations and submit an acknowledgement form, or you appeal. Google’s page on repeat violation enforcement spells this out. Also, if you upload new violating ads during a hold, you get another strike. Our guide to the Google Ads Policy Manager explains how to read these notices before you spend an appeal.

Debt relief ads by the numbers

To begin with, the demand side is huge, which is exactly why Google is strict. Here are the latest figures from the Federal Reserve Bank of New York (Q2 2026, published August 11, 2026):

  • Total US household debt stood at $18.77 trillion.
  • Credit card balances reached $1.263 trillion, up $54 billion year over year.
  • About 4.7% of outstanding debt was in some stage of delinquency.
  • The annualized flow of credit card balances into serious delinquency (90+ days) was 6.97%.

Now consider the enforcement side. Google’s 2025 Ads Safety Report (April 16, 2026) gives these numbers:

  • Google blocked or removed 8.3 billion ads and suspended 24.9 million advertiser accounts.
  • Financial services policies alone accounted for 327.8 million blocked or removed ads.
  • Another 273.4 million financial ads were restricted, second only to legal requirements.
  • Over 99% of violating ads were caught before they served.

In short, millions of people search for debt help, and Google polices that traffic harder than almost any other vertical. Meanwhile, Financial Services Verification already covers 42 countries and about 2 billion users, according to Google’s October 20, 2026 announcement.

Case study: US debt relief ads that had to pivot (illustrative)

The following case is a composite. It shows a typical path, not a specific client, and all figures are illustrative.

Starting point

Initially, a media buyer ran Search ads for “debt relief” and “consolidate credit card debt” in the US. Specifically, the funnel was a quiz page that sold calls to a for-profit settlement firm. Headlines promised to “cut your debt in half” and “stop collector calls today.”

What went wrong

First, ads were disapproved under the Debt services policy because the account had no certification. The buyer then rewrote copy around “credit score help,” which pushed the funnel into credit repair. Unsurprisingly, that earned a warning, then a first strike and a 3-day hold.

What changed

  • The buyer stopped advertising settlement in the US, since a for-profit firm cannot qualify.
  • Next, the team switched the US offer to a debt consolidation loan comparison under 36% APR with 12- to 60-month terms.
  • They added a disclosure block with term range, maximum APR and a representative total-cost example.
  • For settlement leads, they moved budget to a UK partner that already held FCA authorisation and passed UK verification.

Outcome

Admittedly, lead volume dropped at first. However, the account stopped collecting strikes, and approved leads replaced junk calls. The point is not the exact numbers. Instead, it is that the compliant version kept the account alive long enough to optimize.

A real setup for compliant debt relief ads

Next, here is a working template. Budgets and targets are test benchmarks, not promised results.

Offer UK debt management or IVA leads from an FCA-authorised provider
Geo United Kingdom only, presence targeting
Campaign type Search, phrase and exact match; no Performance Max at launch
Keywords “debt management plan”, “debt advice uk”, “struggling with debt repayments”
Negatives “credit repair”, “fix credit score”, “write off debt fast”, “guaranteed”
Creative RSA: “Speak to an FCA-Authorised Adviser”, “See Fees Before You Start”
Landing page Firm name, FCA number, physical address, all fees, clear risk wording above the fold
Budget £60 per day for 14 days, Maximize conversions
Bidding Switch to target CPA after about 30 qualified leads
Conversion Qualified lead imported from the CRM, not a raw form fill

Debt relief ads copy that triggers disapprovals

First, avoid promising a percentage reduction or a guaranteed outcome. Also skip “government program” wording unless you have proof of that affiliation. After all, Google’s disclosure rules require links to any accreditation you imply. In addition, check the page against our list of Google Ads destination requirements.

Calls and lead forms

Of course, debt traffic converts well by phone. Still, call assets and lead forms do not replace disclosures on the site. If you capture leads in the ad, read our notes on lead form assets in Google Ads first. Then track calls properly, as covered in our call tracking guide.

Debt relief ads pre-launch checklist

  1. The target country is on the 11-country list.
  2. The provider matches the licence type for that country.
  3. The account holds certification or FSV for each geo.
  4. No credit repair wording anywhere in ads, assets or pages.
  5. Fees, address and accreditation links are visible without a click.
  6. Consolidation loans meet the 61-day and 36% APR rules.
  7. Conversions count qualified leads, not form starts.

Where PPC Rebels agency accounts fit

Clearly, finance is a vertical where account history matters. For example, a 3-day or 7-day hold resets learning, and repeat strikes end the account. That is why PPC Rebels provides agency Google Ads accounts for high-risk niches, including financial lead gen. Our team also reviews funnels before launch, so policy issues surface before Google finds them.

FAQ: debt relief ads on Google

Can a for-profit debt settlement company advertise in the US?

No. In the US, only approved non-profit credit counseling agencies or national non-profit associations representing them can run debt services ads.

Do affiliates and lead generators need certification?

Yes. In fact, the policy explicitly covers lead generators and anyone who connects consumers with third-party debt services.

Are credit repair ads allowed anywhere?

No. Google does not allow credit repair ads, and violations count toward strikes.

Which countries allow debt relief ads?

Eleven: Australia, Brazil, Canada, Germany, Ireland, Japan, South Africa, South Korea, Spain, the UK and the US. Each has its own licence requirement.

Is a debt consolidation loan a debt service?

No. Instead, it falls under the Personal loans policy. That means a 61-day minimum term, APR and cost disclosures, and under 36% APR in the US.

What happens after a first strike?

Your account goes on hold for 3 days. Then, to resume, fix the violations and submit the acknowledgement form, or appeal.

Will a new account help after a suspension?

No. Google treats new accounts after a suspension as circumventing systems. Fix the funnel first, then appeal.

Bottom line

Debt relief ads work on Google only inside a narrow frame: 11 countries, licensed providers, certification or FSV per geo, and zero credit repair wording. So pick the geo first and the offer second. Then run it on a stable agency account from PPC Rebels, and give the compliant funnel time to pay off.
