Crypto Ads in the UAE: Google’s New Licensing Rules (October 2026)
Crypto ads UAE campaigns just got a new rulebook. On October 21, 2026, Google Ads widened the list of UAE regulators it accepts.
The change covers crypto exchanges, software wallets, CFDs and rolling spot forex. In short, more licensed brands can now advertise, but the bar for everyone else stays high.
This guide breaks down what changed, who qualifies, and how media buyers can still make money in this geo. In addition, you will get a full setup, market numbers with sources, and an FAQ.
What changed for crypto ads UAE on October 21, 2026
To start with, Google published the update in its Advertising Policies Help Center. It touches two policies at once: Cryptocurrencies and related products, and Complex speculative financial products.
Before the update, the UAE section of the crypto policy named two routes. You needed a VARA licence or an FSRA licence to operate a multilateral trading facility. Now, however, the list for crypto ads in the UAE is longer and clearer.
Accepted regulators for crypto ads in the UAE
| Product | Accepted licensing authorities | Google certification |
|---|---|---|
| Crypto exchanges and software wallets | CMA, DFSA, FSRA, VARA | Required |
| CFDs and rolling spot forex | CMA, DFSA, FSRA | Required |
| Hardware wallets (no trading features) | No licence needed | Required |
Notice one detail. VARA appears on the crypto list but not on the complex speculative products list. Therefore, a VARA licence alone does not unlock CFD or forex ads.
The 7-day warning rule for crypto ads in the UAE
Here is the good news. Specifically, Google states that violations of this policy will not cause an immediate suspension. Instead, you get a warning at least 7 days before any suspension.
That is very different from egregious policies like circumventing systems. Those, in contrast, hit without warning. As a result, a disapproved crypto ad is a fixable problem, while a cloaked crypto funnel is an account killer.
What crypto ads UAE rules still ban
The update opens doors for licensed brands only. However, the global prohibited list did not move. Google still bans these products in every country:
- ICO pre-sales and public token offerings;
- crypto loans and initial DEX offerings;
- token liquidity pools and unregulated dApps;
- unhosted software wallets and DeFi trading protocols;
- trading signals and crypto investment advice;
- aggregators and affiliate sites with broker reviews.
The last item matters most for affiliates. For example, a classic “top 5 exchanges in Dubai” review site cannot run crypto ads in the UAE. Even a fully licensed brand cannot fix that, because the destination type itself is banned.
On the other hand, some crypto-adjacent businesses need no certification at all. For instance, Google allows mining hardware, blockchain security services, and businesses that accept crypto as payment.
Educational content is also fine, as long as it avoids investment advice, tips and trading analysis.
Crypto ads UAE context: the market in numbers
Why does this geo deserve a separate playbook? The numbers below explain it. Also, each figure links to its source.
| Metric | Value | Source |
|---|---|---|
| Crypto value received by the UAE (2024–2025 reporting window) | Over $56 billion, +33% period over period | Chainalysis |
| Growth of small retail merchant transfers (under $1,000) | +88.1% | Chainalysis |
| Internet users in the UAE (October 2025) | 11.3 million, 99.0% penetration | DataReportal |
| YouTube ad reach in the UAE (late 2025) | 8.37 million users | DataReportal |
| VARA-licensed VASPs (register read on October 21, 2026) | 59, of which 16 hold Exchange Services | Infinilex analysis of the VARA register |
| Average Google Ads CPC, Finance and Insurance (2025) | $3.46 | WordStream benchmarks |
| Average conversion rate, Finance and Insurance (2025) | 2.55% | WordStream |
| Average cost per lead, Finance and Insurance (2025) | $83.93 | WordStream |
Two caveats apply. Firstly, WordStream benchmarks are global averages, not UAE crypto data. Secondly, the VARA count is a snapshot, so always check the official public register before you sign a deal.
Still, the picture is clear. The audience is almost fully online, money flows are large, and the supply of licensed advertisers is limited. As a result, compliant crypto ads in the UAE face less competition than the raw demand suggests.
VARA, CMA, DFSA, FSRA: which licence unlocks crypto ads in the UAE
The UAE has several financial regulators, and each covers a different territory. Consequently, a wrong regulator on your application is the fastest way to a disapproval.
VARA
The Virtual Assets Regulatory Authority covers Dubai, except the DIFC free zone. In addition, its public register lists licensed VASPs by activity. Importantly, an In-Principle Approval is not a licence, and VARA bars IPA holders from serving clients.
CMA
The Capital Market Authority is the federal regulator. Notably, it replaced the Securities and Commodities Authority (SCA) from January 1, 2026. In April 2026, it also announced a federal Virtual Assets Framework.
DFSA
The Dubai Financial Services Authority supervises firms inside the Dubai International Financial Centre. As a result, DIFC crypto firms appear on the DFSA register, not on VARA’s list.
FSRA
The Financial Services Regulatory Authority covers Abu Dhabi Global Market (ADGM). In fact, it was already on Google’s list for exchanges running a multilateral trading facility.
In practice, match the legal entity on the licence with the entity in Google Ads. For instance, Crypto.com holds its VARA licence as Foris DAX Middle East FZE. In short, your verification, payment profile and certification must tell the same story.
How to get certified for crypto ads UAE: step by step
Since June 2026, Google takes certification requests inside the Google Ads account, not through the Help Center form. Here is the flow.
- Complete advertiser verification with the licensed legal entity.
- Check that the business name in ads matches the licence holder. Our guide on the business name policy covers the new October rules.
- Open Admin, then Policy, then Account, and select Apply for certification.
- Choose the UAE as a separate location, since Google wants one application per location or location group.
- Upload the licence and list the exact domain you will advertise.
- Wait for approval, then launch. Certified ads usually show the status “Eligible (limited)”.
As a practical tip, certify the account before you build campaigns. Otherwise, every ad goes into disapproval, and the history looks messy from day one.
Also remember the wider trend. Overall, Google is tightening finance checks across markets. Our breakdown of financial services verification for the US and Canada shows where this is heading.
What crypto ads UAE rules mean for affiliates and media buyers
Let’s be direct. A solo affiliate with a review site cannot get certified for crypto ads UAE traffic. So the real question is how to work with licensed brands.
Model 1: run traffic on the brand’s certified account
The brand owns the licence and the certification. Meanwhile, you manage campaigns as an agency or contractor. This is the cleanest route, and it also scales.
Ideally, set access through a manager account so the brand keeps ownership. Our guide to MCC operations explains how to link and permission accounts properly.
Model 2: drive allowed adjacent traffic
Educational content without investment advice does not need crypto certification. For example, a course on wallet security or crypto taxes can run on standard rules. Then you warm the audience by email and pass it to a licensed partner.
Model 3: cloaking (don’t)
Some teams still try to hide an unlicensed exchange behind a white page. In effect, that moves you from a 7-day-warning policy into circumventing systems.
Consequently, you risk a permanent ban, plus linked accounts. In addition, VARA fines unlicensed marketing directly.
According to the same Infinilex analysis, VARA fined 19 unlicensed firms on October 7, 2025. The penalties ranged from AED 100,000 to AED 600,000. In other words, the risk does not end with Google.
Case study: a licensed exchange entering the UAE (illustrative)
The case below is illustrative. It is a composite model built on public benchmarks, not a report from a named client. We include it in order to show the decision logic.
Starting point: a mid-size exchange already ran certified Google Ads in the EU under MiCA. Then it received a VARA licence for Exchange Services. The team wanted to test UAE search demand before Q4.
The mistake they avoided: the first plan was to reuse the EU account and simply add the UAE as a location. However, Google requires a separate certification per location.
So the team filed a UAE application first and kept EU campaigns untouched. As a result, the EU certification stayed safe.
The second trap: the landing page mentioned derivatives trading. However, the licence covered plain Exchange Services, without derivatives wording.
Therefore, the team removed derivatives copy from the UAE landing page before the review.
Outcome logic: the certification passed, and ads went live with “Eligible (limited)” status. The lesson is simple: the licence scope, the landing page and the ad copy must match line by line.
Real setup: crypto ads UAE search launch
Below is a full setup you can adapt. Note that the results are illustrative projections based on the WordStream finance benchmarks above. In other words, treat them as a planning baseline, not a promise.
- Offer: exchange app with a VARA Exchange Services licence, CPA paid for a KYC-verified account with a first deposit.
- Geo: UAE, presence-only targeting, with separate campaigns for Dubai and Abu Dhabi.
- Languages: English and Arabic, with separate ad groups and native-written copy.
- Campaign type: Search first (brand plus high-intent generic terms such as “buy bitcoin uae”). Demand Gen only after 50 or more conversions.
- Creative: RSA headlines with the legal brand name, licence mention and a clear risk notice. No profit promises, no “guaranteed returns”.
- Landing page: the brand’s own domain, licence number in the footer, risk disclosure above the fold.
- Account: brand-certified account accessed via MCC, verified payment profile in the legal entity’s name.
- Budget: $150 per day for a 21-day test, $3,150 total.
Projected results (illustrative)
| Metric | Planning value | Basis |
|---|---|---|
| Average CPC | $3.46 | WordStream Finance and Insurance average |
| Clicks | About 910 | $3,150 / $3.46 |
| Registrations | About 23 | 2.55% conversion rate |
| Cost per registration | About $137 | $3,150 / 23 |
| Break-even CPA payout | $137 or higher | Calculation |
So the math says one thing: negotiate payouts above your projected cost per registration. Moreover, measure deposit rate, not just sign-ups. Otherwise, a cheap lead can still lose money.
After that, to tighten the funnel, use account-level negatives for “free”, “airdrop” and “scam” queries. In addition, track limited serving signals. Our article on limited ad serving explains why new advertisers sometimes see capped impressions.
Tracking deposits from crypto ads in the UAE, not just sign-ups
Crypto funnels are long. To begin with, a user clicks and registers. Then they pass KYC, and only after that do they deposit.
So if you optimise crypto ads in the UAE for registrations, Smart Bidding will chase cheap sign-ups that never fund.
Instead, import the real value back into Google Ads. Here is a simple measurement stack for a licensed brand.
- Fire a primary conversion on KYC approval, not on form submit.
- Send first-deposit events as offline conversions with the GCLID.
- Pass the deposit value, so you can move to value-based bidding later.
- Keep registrations as a secondary conversion for diagnostics only.
Also, respect consent rules. The UAE has its own data protection law, and the brand’s legal team should approve every tag. In practice, server-side tagging makes this easier to audit.
Finally, give the algorithm time. With 23 registrations in three weeks, you will not exit the learning phase on deposits alone. Therefore, start with Maximise clicks or manual CPC caps, then switch to Target CPA after you collect enough deposit data.
Compliance checklist before you launch crypto ads in the UAE
- Confirm the licence is active on the official register, not just “in-principle”.
- Match licence activities with what the landing page offers.
- Use one legal entity across verification, payments and certification.
- Apply for UAE certification separately from other geos.
- Add a visible risk warning to ads and the landing page.
- Avoid comparisons, signals and investment advice.
- Keep one destination for crawlers and users. No cloaking.
- Review local marketing rules with the brand’s compliance team.
If an ad still gets disapproved, however, do not panic. Read the exact policy line, fix the asset, and appeal. Our guide to Policy Manager appeals walks through the process.
Where agency accounts fit
Certification belongs to the advertiser, not to the account type. So an agency account will not replace a licence for crypto ads in the UAE. However, it solves other problems around a regulated launch.
Firstly, you start with a clean history and stable billing. Secondly, an experienced team helps you file certification and structure MCC access. Third, you get faster feedback when moderation flags an asset.

FAQ: crypto ads UAE
When did the new crypto ads UAE rules start?
Google set the start date as October 21, 2026. Since then, exchanges and software wallets licensed by CMA, DFSA, FSRA or VARA can apply for certification.
Is a VARA licence enough for CFD or forex ads?
No. For CFDs and rolling spot forex, Google lists CMA, DFSA and FSRA. However, VARA is not on that list.
Can affiliates run Google Ads for crypto in the UAE?
Not with review or comparison sites. After all, Google bans aggregators and affiliate sites with broker reviews. Instead, affiliates can manage campaigns on a licensed brand’s certified account.
Will my account be suspended right away for a violation?
Not under this policy. Google issues a warning at least 7 days before any suspension. Cloaking, however, falls under circumventing systems and leads to an immediate ban.
Do hardware wallets need a licence?
No licence is required if the device only stores private keys and offers no trading. Still, you must get Google certification.
Can I use one certification for the UAE and the EU?
No. Google asks for a separate application for each location or location group. In addition, the EU needs MiCA authorisation.
Is an In-Principle Approval from VARA enough?
No. VARA prohibits IPA holders from serving clients until they receive a full licence. Therefore, Google certification should wait too.
Bottom line
To sum up, the October 2026 update makes crypto ads UAE campaigns possible for more licensed brands. However, it does not open the door to affiliates, signals or unlicensed exchanges. The winners will be teams that align licence, landing page and account data from day one.
