Social casino ads on Google 2026: certification, country groups and sweepstakes casinos - PPC Rebels cover

Social Casino Ads on Google in 2026: Certification, Two Country Groups and Why Sweepstakes Casinos Don’t Qualify

Social casino ads are one of the few gambling-style verticals that Google still lets you run at scale. However, the rules moved twice in 2026. First, Google revised every gambling and games application form in August. Then, from September, new social casino applications moved into the Google Ads account itself. At the same time, sweepstakes casinos keep growing, yet Google says they are not social casino games at all.

This guide is for media buyers and app marketers who work with social slots, bingo and poker-style games. You will see how the certification works, which geos you can target, and where accounts get banned. After that, there is an illustrative case, a working setup and an FAQ.

What counts as social casino ads under Google policy

Google defines social casino games as online simulated gambling-style games where there is no opportunity to win something of value. In other words, players can spin, bet and win, but only virtual coins with no cash value. The rules sit inside the official Gambling and games policy.

That definition draws three hard lines. First, the game itself must never pay out real money or prizes of real-world value. Second, only the game operator can advertise. Google does not allow aggregators or affiliates to promote social casino games. Third, the advertiser needs a dedicated Google Ads certification before any ad can serve.

Why sweepstakes casinos fail the test

This is the point most teams miss. Google lists sweepstake casinos as an example of games that are not social casino games. The reason is simple. Sweepstakes coins can be redeemed for cash prizes, so the “nothing of value” condition breaks.

As a result, you cannot certify a sweepstakes brand as a social casino. You also cannot hide the redemption mechanic behind a social-only landing page. Google treats that kind of mismatch as a policy breach, and the penalty here is severe.

What else stays outside social casino ads

Games that use virtual items with real-world value fall under online gambling instead. Likewise, skill games with paid entry and cash prizes count as online non-casino games. In Brazil, the Netherlands and the US, many of those need their own certification. So check the category first, and only then pick the application track.

Social casino ads certification in 2026: what changed

The certification itself is not new. Still, the process around it changed in three steps this year.

August 26: revised application forms

On August 26, 2026, Google switched every gambling and games certification to revised forms. That covered online gambling, online non-casino games and social casino games. In addition, the update spelled out account limits in plain words. A single account cannot hold an online gambling certification and a social casino certification at the same time.

There is also a second limit. One account cannot hold certifications for two different social casino groups. So a team that wants both Group 1 and Group 2 needs two separate accounts.

September: applications move into the account

From September 2026, Google no longer accepts new social casino applications through the Help Center. Instead, you apply inside Google Ads, under Admin, then Policy, then Account. The rollout is gradual, so some accounts may not see the new section yet. Existing certifications and pending applications are not affected.

September 14: policy health becomes a gate

From September 14, 2026, every account that wants to advertise in any gambling and games category must show good policy health. Moreover, manager accounts with repeated certification revocations can lose the right to apply. For agencies, this matters a lot. One messy client under an MCC can now hurt the whole structure.

Google also repeated two domain rules. Sites on free subdomains are ineligible, and the business must own and control the domain directly.

Social casino ads country groups: Group 1 vs Group 2

When you apply, you choose one group. After approval, your ads can serve in every country of that group, as long as you meet local rules.

Group Countries
Group 1 Australia, Austria, Brazil, Bulgaria, Canada, Colombia, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Israel, Japan, Latvia, Lithuania, Mexico, Mozambique, Netherlands, New Zealand, Nigeria, Norway, Peru, Portugal, Romania, Serbia, Slovakia, South Africa, Spain, Sweden, Switzerland, United Kingdom, United States
Group 2 Hong Kong, India, Korea, Malaysia, Taiwan, Thailand, Vietnam

Group 1 holds 35 countries and most of the high-value traffic. Group 2 holds seven Asian markets with cheaper installs and huge mobile audiences. Because one account cannot hold both, your account map should follow this split from day one.

Requirements every social casino ads campaign must meet

Google lists five conditions to get and keep the certification.

  1. The game shows a disclaimer that it is only for users over the legal gambling age. Ads must never target minors.
  2. The advertiser holds a valid local license for game distribution where the country requires one.
  3. The game states that it does not offer real money gambling or prizes of real-world value.
  4. The ad or landing page discloses in-app purchases.
  5. Ads, sites and apps never use logos, names or marks of real-money gambling brands.

The fifth rule hits brand extensions hard. For example, a social slots app that shares a name with a licensed online casino cannot use that name in ads. In that case, a separate brand is the only clean route.

The penalty for social casino ads violations

Google calls violations of the social casino games policy egregious. That means suspension on detection, without prior warning, and no return to Google Ads. So there is no “test and fix” phase here. Every ad, keyword and landing page has to be compliant before launch.

Statistics: social casino ads and the gambling market in numbers

Here are the figures that shape this vertical right now.

  • In 2025, Google blocked or removed more than 270.7 million ads under its Gambling and games policy. That comes from the Google 2025 Ads Safety Report.
  • In the same year, Google restricted more than 123.9 million ads in the online gambling and games category.
  • Across all policies, Google blocked or removed over 8.3 billion ads and suspended more than 24.9 million advertiser accounts.
  • Google says it stopped over 99% of policy-violating ads before they served.
  • Eilers & Krejcik Gaming estimates US sweepstakes casino net revenue at $4.6 billion in 2025 and $6.6 billion in 2026, according to its September 2026 monitor reported by Lines.com.
  • The same monitor puts 2026 player purchases at $20.5 billion and projects 12.9% net revenue growth for 2027.
  • Meanwhile, ten US states have banned or restricted sweepstakes casinos, including California and New York in 2026.

These numbers point in one direction. Sweepstakes demand is real and growing, but state bans and Google policy both close the paid search door. On the other hand, pure social casino stays open on Google in 42 countries, as long as you hold the right certification.

Social casino ads by campaign type

Most social casino growth runs through apps. Still, each campaign type plays a different role.

App campaigns

App campaigns are the main engine. They serve across Search, Google Play, YouTube, Discover and the Display Network. Start with install volume, then move to in-app actions once you have enough purchase events. Our guide to Google Ads App campaigns covers structure and tROAS in detail.

Search

Search works for brand terms and generic game queries like “free slots app”. However, keywords that mention real money, cash out or winnings attract the wrong intent. They also raise the risk that a reviewer reads your ads as real-money gambling. So keep a strict negative list from the start.

YouTube and Demand Gen

Video sells the game loop better than text. Short gameplay clips with clear “no real money” captions perform well for upper-funnel reach. In addition, Demand Gen lets you reuse the same assets in Discover and Gmail.

Case: social casino ads for a slots app in Group 1 (illustrative)

This case is a composite built for illustration. The numbers are hypothetical and do not describe a specific client.

Starting point. A studio runs a social slots app on Android and iOS. It also owns a licensed real-money casino brand in another market. At first, the team planned to promote the slots app from the casino’s existing Google Ads account to save time.

The problem. That plan breaks two rules at once. First, one account cannot hold both a gambling and a social casino certification. Second, the app used the casino’s logo on its store page. Either issue alone could end in an egregious-violation suspension.

What the team changed.

  • It opened a separate agency account only for the social slots app.
  • It renamed the app and removed every mark of the real-money brand.
  • It added an age disclaimer, a “no real money gambling” statement and an in-app purchase notice to the store listing and the site.
  • It applied for Group 1 certification inside the new account.
  • It started with the US, Canada, the UK and Australia, then planned a slower expansion into Europe.

Result (hypothetical). Certification came through after one round of extra documents. Afterwards, App campaigns ran without disapprovals for the first month. Cost per install stayed close to the team’s forecast, and the casino account was never at risk. In short, two clean accounts proved safer and faster than one shared shortcut.

Setup: a compliant social casino ads launch

Here is a working setup you can adapt.

  • Offer: a social slots, bingo or poker app with virtual coins only and no cash redemption.
  • Geo: one certification group per account. For example, start with the US, the UK, Canada and Australia in Group 1.
  • Account: a dedicated agency account with verification completed and no gambling history.
  • Campaign type: App campaigns for installs first. After that, switch to in-app action or tROAS bidding once purchase volume is steady.
  • Creative: gameplay video of 15 to 30 seconds, a “for entertainment only, no real money” caption and an 18+ note.
  • Landing page: a site with the age disclaimer, purchase disclosure, terms and a privacy policy.
  • Budget: start at a level that buys at least a few dozen installs per day per campaign. Then raise it by 20% to 30% every few days.
  • Negatives: “real money”, “cash out”, “win cash”, “withdraw” and competitor real-money brands.

Notice what is missing from this setup. There is no cloaking, no hidden sweepstakes layer and no affiliate funnel. Google treats each of those as a breach that ends the account for good.

Pre-launch checklist for social casino ads

  1. The game pays out nothing of real-world value.
  2. The account holds only one certification type and one group.
  3. Age, no-real-money and in-app purchase disclosures are visible.
  4. No real-money gambling logos or names appear anywhere.
  5. The domain is owned by the business and is not a free subdomain.
  6. The MCC has no history of gambling certificate revocations.
  7. Negative keywords block cash and withdrawal intent.

If a review still goes wrong, read the exact reason first. Our post on the Google Ads Policy Manager and appeals shows how to do that. Also, if you hand an account to a partner, set up access correctly. See our guide on Google Ads agency account access. Certification logic also looks similar in other regulated niches, such as prediction market ads.

FAQ: social casino ads on Google

Do social casino ads need certification?

Yes. You need a Google Ads certification for social casino games, and you can only target the countries in your chosen group.

Can I advertise a sweepstakes casino as a social casino?

No. Google lists sweepstake casinos as an example of games that are not social casino games.

Can one account run both real-money gambling and social casino ads?

No. An account can hold only one of these certifications. To advertise both, you need separate accounts.

Can affiliates promote social casino games?

No. Google does not allow aggregators or affiliates to promote social casino games. Only the operator can advertise.

Where do I apply in 2026?

Inside your Google Ads account, under Admin, Policy, Account. Since September 2026, the Help Center no longer takes new social casino applications.

What happens if I break the rules?

Google treats it as egregious. Your account gets suspended on detection, without warning, and you cannot advertise again.

Can I target both Group 1 and Group 2?

Bottom line

Social casino ads remain one of the cleanest ways to buy gambling-style traffic on Google in 2026. However, the margin for error is zero. So keep the game free of real-world prizes, split accounts by certification and group, and leave sweepstakes out of paid search. With a stable agency account from PPC Rebels, a compliant social casino setup gets the time it needs to scale.
